- Applicant must be a New Mexico resident
- Applicant must be a Freshman
- Applicant must be from the rural counties of northeastern New Mexico
- Applicant must be a U.S. citizen
- Applicant must be an English Major
- Applicant must have a 3.0 or higher GPA
- Must take at least 14 credit hours per semester
