Who Can Apply: The Bill Mims Memorial Scholarship was established by his sister, Dixie, in 2001 to benefit graduates of Midland County high schools. Bill was a Midland High School graduate who was left a paraplegic from a football injury in the 1950s. Despite his disability, he lived a life of service to his community until his death. Scholarships are based on the following criteria:
• graduate of a Midland County high school,
• attend an accredited state-funded college or university in the state of Texas.
