Who Can Apply: Established 1998 This scholarship was established by Claude R. and Ethel Foster Kemper. It benefits at least two students each year. One student will be a graduate from Gilmer County High School and the other will be a graduate of Webster County High School. Kemper Scholarship awards are based upon academic promise and financial need.
